CHAIRMAN
Ventsislav Kirilov Karadjov
Ventsislav Karadjov is a graduate of St. Kliment Ohridski Sofia University’s Faculty of Law and holds a Master’s degree in Law, specialisation: Jurisdiction.He began his career as a legal adviser and programme director at the Transparency Without Borders Association, a branch of Transparency International. Between 2000 and 2001 he occupied a number of professional legal positions on international projects concerning anti-corruption and the creation of functioning democratic institutions. He has worked on projects for international institutions such as the European Commission, the US Agency for International Development, the Organisation for Security and Co-operation in Europe, and the UN Development Programme. In 2009 he was Adviser to the Minister for International Affairs in the field of international activities and anti-corruption. Since 2011 he has been Chief Expert Associate to the 41st and 42nd National Assembly оn matters related to the control of security services, special surveillance devices, and access to data according to the Electronic Communications Act.
Until his election as CPDP Chairman, Ventsislav Karadjov was a member of The Central Election Commission of the Republic of Bulgaria. He was elected CPDP Chairman on the 15th of April, 2014, as decided by the 42nd National Assembly.
On 26th November 2014 Ventsislav Karadjov was elected and on 13th December 2016 was reelected Vice-Chair of the Working party on the protection of individuals with regard to data processing, which has been established in accordance with Directive 95/46/EC on the protection of individuals with regard to the processing of personal data and on the free movement of such data (Article 29 Working Party). The Article 29 Working Party is an independent consultative body on data protection to the European Commission. The Working Party is composed by the heads of data protection supervisory authorities of all 28 EU Member States.
On 25 May 2018, on the first meeting of the created by Regulation (EU) 2016/679 European Data Protection Board (EDPB), Mr Ventsislav Karadjov was elected as the Vice-Chairman. The Board is a key institution in the EU with regards to the new data protection framework, which will aid in guaranteeing that the General Data Protection Regulation is applied coherently throughout the Union and will work to ensure the effective cooperation between the data protection authorities.

On the 15th of April, 2014, as decided by the 42nd National Assembly, the following members of the Commission for Personal Data Protection were chosen:
Tsanko Valkov Tsolov
Tsanko Tsolov is a graduate of the Georgi Dimitrov Higher National Military Artillery School, majoring in Automated Systems for Air Defense Control, Radiotechnics and Radio Navigation, and a graduate of the G.S. Rakovski Military Academy, majoring in National Security and Defense, and Automated Control of Troops. He is also a graduate of the New Bulgarian University, specialty “Public adminstartion”. As of 03.06.2022 he has a PhD in „Automated systems for information processing and management” with a thesis on the topic „Technological models for creating a system for personal data protection”.His professional career began in the Ministry of Defense’s air force where he maintained the specialised information networks and the automated information processing systems. He taught automated control systems at a reserve officers’ academy. Between 1990 and 1995 he was a teaching fellow at the Military Research Institute of the General Staff of the Bulgarian army, where he participated in the creation of an automated information system for the executives of the Bulgarian army and the Ministry of Defense. For over 10 years he worked at the Ministry of Defense on the creation and strategic control of the automated human resource management system. He led a Bulgarian-American project for the modernisation and development of the system. Since 2007 Tsanko Tsolov has been Head of the Registry and Archives department of the Commission for Personal Data Protection, where he participates in the formation of the policies for the registration of personal data administrators and where he leads the creation and perusal of the CPDP’s automated systems and databases.
Tsanko Tsolov is a Member of the Joint Supervisory Body of Europol, Schengen Joint Supervisory Authority and the Eurodac Supervison Coordination Group.
Mariya Georgieva Mateva

Mariya Mateva holds a Law degree from St. Kliment Ohridski Sofia University’s Faculty of Law. She also holds a Master`s degree in Protection of National Security from the Security Faculty at the Ministry of the Interior Academy.Mariya Mateva has long-standing experience as a jurist. Her career began as a trainee-judge at Varna Regional Court. She has a long-standing experience as a lawyer in the cities of Varna and Plovdiv. She is a specialist in the field of civil, penal, commercial, and divorce cases, as well as in out-of-court defence of clients` interests. She has also worked at Eurobank EFG Bulgaria.
She has participated in many international seminars on enforcement, information and documentary security and privacy.
Between 2002 and 2007 Mariya Mateva was a member of the State Commission on Information Security. She was a national representative on a number of fora and working parties of NATO and the EU in the field of protection of information. She participated in the process of establishment of the national legal framework in the field of protection of classified information. She participated in the pre-accession process on the admission of Bulgaria to NATO and the EU. She has been a member of the Commission for Personal Data Protection since 2007 and has been re-elected for a second term.
On 14th June 2017 Mariya Mateva was elected Vice-Chair of the Eurodac Supervision Coordination Group.
Veselin Tsenov Tselkov
Veselin Tselkov is a graduate of St. Kliment Ohridski Sofia University’s Faculty of Mathematics and Mechanics, Mathematical Logic department.He defended a doctorate entitled Management of Information in Computer Networks and was a Senior Research Associate II rank in Informatics (Information Security). In November 2008 he defended a dissertation for the science rank of Doctor of Technical Sciences. In August 2010 he was awarded the academic title of Professor.
He completed his specialisation at the George Marshal European Centre for Security Studies and at Technical University, Bucharest, Romania, in Communication and Information Technologies (Cisco Academy). He was a supervisor and certified instructor of the Cisco academy at G.S. Rakovski Military Academy.
Veselin Tselkov is a lecturer in Information Security at St. Kliment Ohridski Sofia University and the Specialised Higher School of Library Science and Information Technologies. He is a Director of Studies of undergraduate and post-graduate students in the field of information security. He worked as a research associate in the field of protection of information at the Military Research Institute of the Army General Staff and a senior research associate II rank at the Institute of Perspective Studies for the Defense, G. S. Rakovski Military Academy. Veselin Tselkov is a retired colonel of the Bulgarian Army. He is a member of the Atlantic Club.
