The Eurodac Supervision Coordination Group (‘Eurodac SCG’) was set up by Regulation (EU) No 603/2013 to ensure coordinated supervision of the protection of personal data in the Eurodac information system. The Supervision Coordination Group consists of representatives of the EU Member States’ national data protection supervisory authorities and of representatives of the European Data Protection Supervisor (EDPS). Coordination between the two levels is provided by the Eurodac Supervision Coordination Group, composed of representatives of the national supervisory authorities and the EDPS, who meet twice every calendar year.
The Eurodac information system is a central system which operates a computerised central database of fingerprint data, as well as the electronic means of transmission between the Member States and the central system. The system is designed basically to help determine the Member State responsible for the examination of an asylum application under Regulation (EU) No 604/2013 (‘the Dublin III Regulation’) and to speed up the identification of individuals, to facilitate the choice of a Member State to receive the applicants, and prevent the same applicant from submitting multiple applications for asylum in different countries.
The Eurodac system was initially established by Council Regulation (EC) No 2725/2000 of 11 December 2002, supplemented by Council Regulation (EC) No 407/2002 of 28 February 2002. In the interest of clarity, the two regulations were recast into Regulation (EU) No 603/2013 of 26 June 2013 (‘the Eurodac Regulation’), which entered into force on 20 July 2015, and Council Regulation (EU) No 604/2013 (‘the Dublin III Regulation’).
The system has been operational since 15 January 2003 in the EU and since 1 January 2007 in Bulgaria.
The State Agency for Refugees with the Council of Ministers coordinates interaction with the competent authorities of the Ministry of Interior for the application of the Ordinance on the Responsibility and Coordination of State Bodies Taking Action for the Implementation of the Dublin Regulation and the Eurodac Regulation.
