With regard to the national measures taken to counteract and prevent the COVID-19 coronavirus and the recommendations of the National Coronavirus Operational Headquarters concerning the overall activity and normal functioning of the administrations, CPDP recommends the communication with the institution in the period of enhanced anti-epidemic measures to be carried out remotely as far as possible, using the means available for that purpose.
An additional means of contact is the Secure Electronic Service System (e-service), which enableselectronic correspondence (lodging of signals, complaints, requests, applications for services, etc.) to and from the administrations without the need for physical presence in the building of the respective administration. The State e-Government Agency maintains and administers the e-service system, which replaces the classic method of registered mail. The system has been set up and operates in accordance with Regulation (EU) No 910/2014, Article 44, Article 43, Article 26, paragraph 2 and paragraph4 of the Electronic Government Act (EGA). Electronic service is a system that allows sending and/or receiving and storing electronic documents to/from public authorities, individuals and legal entities. It supports notification via e-mail and SMS (using SMS service of GSM operator). The time of sending and receiving the document/message and its contents is certified by a qualified time and electronic seal of the agency. The service of electronic registered mail is the electronic equivalent of a registered mail with acknowledgement of receipt.
The secure e-service system is intended for citizens and legal entities, for administrations (including municipalities), for persons performing public functions, and for organizations providing public services. It can be accessed after registration through a means of user identification (currently with a qualified electronic signature or PIC of NSSI).
