The CPDP hosted a study visit from 14 to 18 June 2015 for a delegation from the National Agency for Protection of Personal Data of the Republic of Kosovo, managed by a European Union funded project “Support to Kosovo Institutions in the Field of Protection of Personal Data”. Representatives from both the CPDP and the NAPPD participated in the event.
The study visit began with a presentation, delivered by Prof. Veselin Tselkov, Member of the Board, shedding more light on the functioning, the organisational structure and the activity of the Bulgarian DPA. Later on the same day, the representatives of the NAPPD, together with Mrs. Keti Markova, a Member in the Constitutional Court of the Republic of Bulgaria, discussed issues, related to the retention of traffic data and the grounds of the Constitutional Court’s decision, with which the provision, regarding the traffic data retention in the Electronic Communications Act, was proclaimed unconstitutional.
During the second day of the visit, representatives of the CPDP introduced the members of the NAPPD to the Bulgarian Information System for registration of data controllers, known as eRALD. The CPDP shared good practices, regarding the supervision of data processing during election process and obligations of political parties, as well as inspection activities, case studies in the health sector and distant education practices.
During the last day of the visit, the delegation from Kosovo was acquainted with the experience of the banking sector in the field of data protection, which was held in the premises of Alpha Bank. Representatives of the institution made an introduction to the measuring of creditworthiness by banks and transferring data to credit information systems in Bulgaria. The problems, regarding the transfer of personal data to third parties, as well as the data transfers in the course of audit by Banking Supervision/National Bank (where applicable), and the proportionality of such transfers was discussed. The system for handling complaints, submitted by clients, was presented.
