The International Conference on Personal Data Protection was held on November 8, 2016 in Moscow. There were representatives of the data protection authorities in Europe, Asia, North and Latin America, as well as representatives of the Russian legislative and law enforcement bodies. The Bulgarian Commission for Personal Data Protection (CPDP) was represented by prof. Veselin Tselkov, commissioner at CPDP.
The focus of the conference was „Law and Education” and „Technology and Security”. The main topics of the presentations were related to trends in the development and improvements of the Russian and international legislation in the sphere of personal data protection in the context of globalization and information society; Big Data and data protection regulations; technological aspects of the Internet and the right to be forgotten; data in the cloud; implementation of industry standards and codes of conduct; training of information security specialists. Integrated approaches in the development of data protection in different spheres were also discussed.
Prof. Veselin Tselkov delivered a presentation on „Online impact assessment tool”. He discussed the CPDP’s Ordinance № 1 dated 30 January 2013 on the minimum level of technical and organizational measures and the admissible type of personal data protection. Prof. Tselkov focused on the different types of protection, the impact levels, the mathematical model for evaluation of the impact, and the obligation on data controllers to take appropriate protection measures. There was also a demonstration of the online tool for impact assessment available via the Government services and information portal of Republic of Bulgaria, developed under a CPDP project.
