On 14th November 2019, the closing meeting of representatives of the partner organizations implementing the T4DATA project: under the European Union Rights, Equality and Citizenship 2014-2020 program took place at the office of the Italian Foundation Lelio e Lisli Basso – Onlus in Rome. The Commission for Personal Data Protection was represented by Ms. Maria Mateva, Member of the Board of CPDP and head of the Bulgarian project team, as well as Mr. Hristo Alaminov, Chief Experts in the International Cooperation and Project Management Department and Coordinator of the Bulgarian project team. Representatives of the organizations participating in the project consortium as well as the data protection supervisors of Bulgaria, Spain, Italy, Poland and Croatia all took part in the meeting. A leading partner in the project consortium is the Lelio e Lisli Basso – Onlus Foundation.
The project objective is to provide support for training provided by data protection supervisors to current and future data protection officers in public authorities. The objective was realized with the preparation of the Handbook for Data protection officers in the public sector and the specialized training related to the practical implementation and interpretation of the General Data Protection Regulation. The project brings together a wealth of expertise from 5 EU Member States. The project supports data protection authorities in the interpretation and implementation of Regulation (EU) 2016/679 as regards the reporting requirements applicable to public authorities and institutions as well as in cases of mandatory designation of data protection officers.
Among the issues discussed were the experiences of the partners gained in the project implementation process, the difficulties faced by public sector data protection officers in their everyday work process, and ideas for improving and continuing to disseminate project results. Progress on the various activities was reviewed, setting deadlines for their completion on the overall completion of the project initiative. Particular attention was paid to the opportunities for continuation of joint activities by the participating national supervisory authorities. The meeting concluded with the signing of a Memorandum of Cooperation whereby the participating supervisory authorities continue to exchange good practices and experience regarding the results developed during project implementation in their practice.
The coordination meeting was part of a two-day series of events that continues on November 15, 2019 with the one-day international conference, „Rising To The Challenge: A Look At Data Protection And Beyond.” The various panel discussions focused on the current state of the data protection sector, the protection of personal data in the European and global aspects, the position of data protection officers in the public sector, and the current challenges facing them.
The Bulgarian delegation presented the national experience in the implementation of the project activities. Discussion also included the difficulties faced by public sector data protection officers in their day-to-day activities, information gathered from specialized training for public sector data protection officers, as well as opportunities to build on the content already created.
